A work around
I recently found a work around for this bug. Create two custom gestures for previous and next misspelt word, in my case I used two finger flick left and right, and it will work. Two finger flick left or right to go to the misspelt word, then use the spelling rotor to find the text replacements.
Of course, this makes the fact that the rotor doesn't work even more inexplicable, but there you go.

That's a good workaround but I hope they fix this soon. I took the time to call Apple accessibility for the first time ever in order to report this bug. They seemed not to be aware of it at that time which surprised me. Hopefully, others here will report this bug and they'll fix it so people don't have to make workarounds.
