Hi,
I am using a 2020 13-inch MacBook Pro running the latest official version of MacOS. I've noticed a weird behavior that occurs sometimes when I am reading text with Voiceover. Sometimes when listening to a section of text, the volume at which Voiceover speaks gradually decreases (over about 2 seconds), then returns to the original volume I was listening at. this has occurred both when listening to speech on my Mac's built-in speakers and my AirPods. Does anyone else have this issue and know how to fix it?

audio ducking
This is a known bug in macOS. The only workaround is to disable audio ducking by going to VoiceOver Utility > Sound and deselecting the, "Enable audio ducking," checkbox.
If you're using a Nuance voice, changing the voice to Alex may reduce occurrence of the issue, but will not fix it completely.

Thank you so much for the reply. I like the functionality of audio ducking a lot and the volume change bug hasn't affected my user experience in any major ways but thanks so much for the info. :)
