I haven't noticed this particular issue, but most of the actual calls I get are robo calls. I've turned on the function for it to tell me who's calling, but since I have distinct ringtones for all of my closest friends and family, I don't truely rely on the call announcements. I still hope this gets fixed, though, as it would be helpful to hear who's calling when I hear my default ring tone.
A similar problem happened several iOS versions ago. The solution was to delete your contacts from the phone and get the backup from the iCloud backup of contacts.

Yeah, it doesn't read it aloud anymore. Pretty annoying.

This has been happening since 14.2 for me. I noticed that it seems to fix itself if I switch to a different voice.
