Moving apps around

I swiped down and it doesn't say edit, only activate. I got into the app library by mistake, and I'm wondering if that might have something to do with it. At any rate, I was hoping to follow the directions I found on Applevis for moving one of my apps, but I don't know how I'm going to do it now. Can anyone help?

Check if the edit option is turned off in Rotor Actions settings under VO settings.

Pressing home button should take you out of the App library.

Thanks. Turns out that was exactly what had happened. I have no idea how. I've reached out to others and You're the only person who has suggested this.
