My camera was working fine this morning. Voiceover would speak all elements as I flicked to them and activated them with a single finger double tap.
Suddenly, now when I get into my camera app, Voiceover is totally unresponsive as I move my finger around the screen and/or flick left/right. I hear little clicks, but nothing else.
Voiceover is working as it should with all other apps.
I am using iOS 14.7.1 awith an iPhone XR.
Does anyone have any ideas what is going on or how I can fix this? I've tried rebooting twice but that didn't resolve the problem. I also attempted to delete the Camera app from the phone with the intent of reinstalling it, but it is one of those special Apple apps that can apparently only be removed from the home screen but remains on the phone.sThanks for any suggestions.

Screen Recognition has been the old culprit
You may want to check whether screen recognition is on for camera app. Either inside the app turn the rotor to screen recognition and turn it off if it is on, or find the app in the app switcher and then use the rotor to turn it off.

turning off screen recognition did the trick. Now I can use the camera app again.
Interestingly, when I went through the rotor options inside the camera app itself (the only option that worked with Voiceover) there was no item for screen recognition. I didn't realize that one had access to some of these settings in the app control center. But I found the screen recognition app in the control center by swiping over the camera item and managed to turn screen recognition off. Now, as I said, everything works fine.

Got a Bit Nervous There...
Hello. When I read this I got a bit nervous so I opened up the camera app on my iPhone Seven running the latest build of iOS. But everything works fine with VO. I guess I now know what to do when I get my next iPhone though, so thank you for posting.
