time announcement not working on m1 MacBook Air 2020.

I have an m1 MacBook Air and the time announcement feature has recently stopped working. I am running the latest version of Mac OS and I'm wondering if this is a bug. I have turned the feature off and back on again and I have also tried restarting the machine with no luck.
any help would be appreciated.

Try to use a different voice…

Try to use a different voice for the spoken content in `System Preferences<accessibility. Also make sure you do not use a different keyboard language other than English while invoking the command to announce time.

This seems to have been a bug since macos monterey. I can get it working but its inconsistent. I have to regularly toggle it. Hoping this will eventually be fixed.
