Is it possible with IPad OS 14.2 to put certain contacts on emergency bypass? For example, if I have my device on do not disturb, certain contacts can still reach me if necessary. If it still is possible, can someone describe how to do it?
I think there's a couple of ways to do it, but the way I've done it is to go into the phone app and add those contacts to favorites. I think there's also a way to do it from the contacts app as well.
I set this up with iPhone with active cell service and a second with wifi only on the same apple account. You may have to find the comparable iPad settings.

You have to edit the contact of the person you want to have on emergency bypass. Act as though you are going to edit the ring tone or text tone. In each of these areas, there is a switch that can be turned on or off, for emergency bypass. If you turn it on in the ring tone section, then emergency bypass will be on for calls. If you turn it on in the text tone section, then emergency bypass will be on for messages. Note that just adding someone to your favorites does not turn emergency bypass on for them.

I'm not disputing that turning on emergency bypass for a contact is not the same as adding the contact to favorites, but what's the difference? I can assure you that adding a contact to favorites does allow calls from that contact to pass through Do Not Disturb because this is how I've done it and it works for me.
I have figured out a little more about how this works. In the do not disturb settings, you can set who you want to allow calls from when do not disturb is turned on. If you have it set to "no one", as mine is, then it will only allow calls and messages from people for whom you have turned on emergency bypass. If you have it set to "favorites" then it will also allow calls and messages from those on your favorites list. I think I knew that at one time but I have had mine set the same way for so long that I had forgotten. My apologies.
The difference is that if you have a contact on emergency bypass, the call, including the ringtone, will sound no matter what your phone settings are. even if your phone is on mute and with Do not disturb on, it will wring and vibrate and everything.
