I have an Apple Watch 6 running IOS 9.0. When I am wearing my watch, the battery level is fine and works correctly. However, when I place my watch on its charger, the battery level goes to zero until I once again put it on my wrist and it then displays the correct battery level. I have checked this by charging to 100 percent overnight. When on the charger in the morning, the watch shows zero percent but when I take it off the charger and put it on, the battery is at 100 percent. Is this a bug in IOS 9.0? Is there anything I can do to display the correct battery level when my watch is charging?

Yes, this is a watchOS 9.0 bug. A similar problem can happen with the duration of workouts. These bugs appear to be resolved in 9.1, which isn't out yet unless you want to run the beta.
In the meantime, you have two options that I know of. First, you can ask Siri on your phone "how is my watch battery", or "watch battery", or something similar. You should get the information. Second, you can add the battery widget to your home screen. That shows the correct percentage, even if the watch doesn't.

What about using your phone to check the status of your watch when is in the charger. I do so when my watch is there and want to see how long before it finish. Use my phone to check.

Yeah I just go to my phone‘s today view page by flicking to this and in there I have my AirPods/watch battery. Status updates but I’ve also noticed the bug when sticking your watch on charge. It also says 0%.
