accessible second phone number apps

Good Saturday evening all. I'm looking for an accessible app that lets me have a second phone number, particularly with the ability to place calls to other countries, even though I know it will clost a bit. In addition to calling, I want to be able to text from the app, wanting to text to other countries as well. Any ideas of what apps may be out there that work with voiceover? I've tried a few apps, and they don't seem to be useable.

If you're in the U.S., I think Google Voice would fit your bill quite nicely. I mention the U.S. because I think that's the only country where they'll give you a phone number for incoming and outgoing calls. Otherwise, Burner Number is an accessible solution once they've put the text labels for buttons back in the next iOS update (see this conversation on Twitter).
