The focus issue appears fixed in the phone app for 16.3.

Share Your Bug Reports with AppleVis

If you experience a bug in Apple Beta Software, the most important thing you can do is to file a report in Feedback Assistant. Please do not assume that Apple is already aware of a bug or that your report won't make a difference; your report may provide crucial information, and submitting bug reports directly to Apple helps them reproduce and resolve the issue faster. The more reports they receive, the higher the priority Apple is likely to give to fixing the bug.

I will check when I get iOS 16.3. Hope they release it on Monday. No issues with iPhone 13 pro but iPad 9 yes.

People were tapping on a contact on the recent calls list, and an other contact was called instead. It was quite annoying.
However, I am still using iOS 15 and the bug seems to be gone from here as well.

Hi, I have an Iphone SE and the bug is still there. I've updated to IOS 16.3.

I restarted the iPhone, and even if it seems to me that the bug appears less, it still happens. Less but it happens. And so I still wouldn't trust double-tapping straight to call, because out of 5 times, 2 got me wrong.
To properly test the bug, you need to close the phone app from the switcher, reopen it, be in recent calls, flick then finger up. It happen to be wrong again.
