is there a way to make the primary voice someone else besides Samantha? I have an SE 2022 phone running 18.2. Usually, the voice I have chosen stays put. But sometimes, when I go into an app, such as peekaboo or even this website, recently, it switches to Samantha. I don’t really mind her, but I like tom a lot better.

That could depend on the app.
I also have Speakaboo and I asked about that, and since I'd need a subscription I'm just leaving it. It isn't worth a subscription just to change the voice, not for me, anyway. Some apps let you choose another voice, some don't.
Activities
Hi there.
Do you have activities set up? If so, you can delete them if needed. You can do this by going into Settings, > Accessibility, > VoiceOver > Activities and modify any activity you have.
Spoken Content
This is one that seems to slip by a lot of people. Go to Settings, Accessibility, Spoken content, Voices, and then choose your preferred language and voice for that language.
This usually fixes the Samantha issue with apps, when they do not necessarily use your chosen VoiceOver voice.

I changed The primary voice
I finally realized that I could change the primary voice. I don’t know why it took me so long to figure it out when it is the same as changing the rotor voices. Anyway, I found Evan enhanced and really like him.
