Recently I have bought iPhone 17 pro and have set up manually without transferring any data.
While setting up I’ve noticed that rearranging the items in the utilities section is totally inaccessible with voiceover especially deleting the categories such as map album.
Has anyone reported this issue to apple and what is the temporary solution to rearrange and delete?

P.s why did Apple remove all those abilities in the photos app such as removing the wallpaper suggestion entirely from the Photos app?
Now, the layout is very hard to navigate simply due to all the unnecessary clutter.

Some observations
In the utilities category, I'm not sure the sections can be deleted. To rearrange them, double tap and hold then move to where you want, if you can remember where the spot is. It gives a haptic thump at each spot on the grid layout. It would be great if you could move these things in the same way the apps are moved, but the physical dragging of items seems to be the only way to do it in the Photos app. The main issue, I suppose, is you have to use explore by touch to find the individual items, rather than swiping.
What's worse is you don't even get a haptic feedback when moving items on the main screen with all the albums. There's a bunch of things that say draggable that don't seem to do anything with the double tap and hold.
As far as I can remember, physical dragging has been the way it works in the Photos app for a long time. I made a cardboard guide that can slide up and down the phone,and has a side-to-side place marker for these types of situations where I need to mark where something is on the screen when moving things.
