Are there any audio editors similar to audacity? I know the usual ones, Hokusai and GarageBand. But I’m wondering if there are any that have all the effects ready for you like audacity for Windows. I don’t have a working laptop right now and I doubt I'll get one because I don't have the cash.

Maybe this will interest you. When I did a search for audio editors on the App Store, it was listed as, "SoundLab - Audio Editor, audacity, mixer, music studio".
Note that I have not used this application, so I have no idea how blind user friendly it is.

See above, it's accessible, though the effect selection is rather limited. If you don't mind using websites, try gold wave, the appstore version is deprecated but there is a web version.
ferite recording studio
It has, I think its only apple's effects built in but, its solid, you can operate it as well with bluetooth keyboard.
Garage Band.
Also has effects built-in. I don't know what you want for comparison to Audacity, I tried it once and never really got it to do much of anything. So I have no idea what it has ready to go.
This also depends on what you want to do though, I think. GB is more for music, not that you can't do other things with it, but still. ferrite is more for longer form stuff like podcasts and voice editing, it's not really a DAW like GB.
Sound lab
I’ve heard of that one, that one is pretty close to audacity. That’s why it says audacity when you look at it. I didn’t think this app still existed. I used to play around with it every now and again. It doesn’t have vocoders and stuff like that like audacity but it kind of works a lot like audacity. Now, are the projects as big as they are in Hokusai? Hoku size projects even if it’s a small recording, they are huge in size.
I’m a podcaster & I can’t figure out Ferrite recording studio

I have a podcast, called , Visionary Voices.
Often, when I want to take the show on the road, I’ll use my iPhone or iPad to record a call with my guest. I’ve been wanting to edit & publish from my mobile device as well, but it’s just never worked out very well.
My main issue is that I need my items in a certain order & cannot get them to cooperate & go where I need them to in ferrite Recording studio.
Does anyone know how to do this?
On my pc, I use reaper, but it has its own issues.
If I try to move left through a project, I’m taken further to the right. This issue occurs on both Mac & pc.
Any idea as to why this is & most importantly, what I might do to fix it?
As far as I know, I’m the only one facing this issue.
What are you trying to order?
"Items" is pretty vague. Do you mean items/regions of a track? The tracks themselves? Timing between tracks, i.e. one track needs to start at the beginning and the other needs to start five minutes later?
Tell us about your setup, waht you're getting currently, and what you *want* to get.
Wait, mooving to the left taking you right?
What keystroke are you using in reaper to move to the left? Do you mean scrubbing back / forward or something else by mooving further to the left? If by mooving left through a project you mean move upwards or backwards in other words, left arrow should scrub you back by whatever set grid you have set or page up should move edit curser back by one measure, command page up will move the edit curser by one beat. There are more commands but those are the default assigned ones to page up / command page up. The other option is pressing command j and typing in the time where you want the curser to be placed at if you know it as well.
