yes it can, but the developer would have to chose to do so.
In a nutshell, the developer has to include the plugin in his game project and has to add some extra components to their UI. How much work that is depends on how complex the game is. I've received feedback from people who did it in less than 24 hours, and it's taken about a week for the game Crafting Kingdom.
The plugin is available on the official Unity Asset Store, and it's been picked up by a small handful of developers already. It takes time for these developers to actually finish and release their games of course.
I know of two that have been released so far. One is an educational game about nutrition, called "Dining Decisions" and the other is a game released by the Postal Service of Switzerland. The latter is only available to download in Switzerland, though.
Edit: I forgot to mention that I'm the developer of the plugin.
It will be wonderful if other developers choose to include this plug-in that Michelle has developed for Crafting Kingdom.

Since I saw this thread I decided to check out the game and I must say its a really quick and easy game. I won all the levels. Hope more games are made more accessible with this plugin. I will look for the link of the game and try to put it up on this site.
