Hi i currently have a DSL modem and safari can't open the config page.
i can access it through chrome.
is safari blocking it or something?
i have no trouble logging into the page on google chrome

It could be safari blocking the page, or safari can't read the page with VO.
I'd say just use chrome to access the page like you've been doing in the past.
