When I attempt to do this, I get this message.
Unable to expand “.zip” into “Downloads”.
(Error 2 - No such file or directory.
It will unzip just find on windows with 7zip.
I've never experienced something like this. Have you tried moving the zip archive to a different folder (i.e., try unzipping it from your desktop, or your Documents, or something)? That would be my first troubleshooting step. The next would be to re-download the file, if possible, in case something went wrong with the download.
