Hello. This has happened to me before. What I usually do is import the PDF into iBooks and that seems to work. You can use a three finger swipe to the right to navigate to the correct page you want. I'm not sure if this is a VO issue with Safari or not.

There is an ongoing bug introduced in IOS12, where pdf's can't be read in Safari. Importing it into books, will work however. I'm assuming it will be fixed at some point.
